Specific Contents of Military Welfare Expenses
Military welfare is a kind of living care expense that the state gives to soldiers and units of the army in addition to the stipulated salaries, allowances, subsidies and subsidies. It is a preferential treatment for collective and individual welfare. It is also a supplementary part of the quality of military personnel and the treatment of cultural life. Welfare allowances for military personnel shall be stipulated by the supreme commanding and leading organs of the army in the form of regulations or rules, including items, scope, conditions, standards and methods of issuance. The main contents of PLA soldiers'welfare funds include: relief for living difficulties, allowances for separation of husband and wife, allowances for children's education institutions, incentives for only-child parents (health care for only-child), allowances for childcare education, honorary funds for retired cadres, transportation fees, special expenses, and special benefits approved by special authorities. Profit and expenditure, etc. In welfare expenditure, some items are paid to individuals monthly with wages and allowances, adopting the method of actual reimbursement management; some items are managed by contractual management according to the standard, and the overexpenditure is not compensated; the balance is used in the original items for the next year, and the standard management method is implemented. Therefore, it is of great significance to manage welfare funds well for solving the practical difficulties in the life of military personnel and stabilizing the army. Welfare fees are calculated according to the standards of military officers, civilian cadres, sergeants, staff members, sergeants, soldiers and students in the supply system. They are calculated according to the final accounts of living expenses according to the supply strength. In addition, the headquarters grants 33% to 50% of the total welfare fees to major units according to personnel standards; the welfare fees for troops stationed in Tibet, Xisha, Nansha and Xinjiang border guards are slightly higher than those of other units.
The relief fee is the welfare fee according to the head and standard. It is mainly used to subsidize and relieve cadres, soldiers and staff members who have difficulties in their family life. It can also be used for military blood donors or health care subsidies for the wounded and sick after discharge. No misappropriation of relief funds shall be allowed. Relief for life difficulties should generally be nominated by one of the parties or a group of the Party, evaluated by the masses, examined and approved by the Party branch committee, examined and approved by the newspaper or by a political organ at the same level of the League, and no individual decision shall be allowed. If the amount of expenditure is too large, it shall be submitted to the Party Committee for examination and approval. Party branches should regularly (half a year or three months) understand and study the living difficulties of cadres, soldiers and workers. If there are difficulties, they should take the initiative to report to their superiors for relief or subsidies. The principle of using relief funds is more difficult and more subsidies, less difficult and less subsidies, frequent subsidies with frequent difficulties and temporary subsidies with temporary difficulties.
Allowance for separation of husband and wife
The subsidy for the separation of husband and wife is to encourage the families of military cadres not to join the army as far as possible. The General Political Department and the General Logistics Department have decided to give preferential treatment to active duty cadres who meet the requirements of family members not to join the army since January 1986, and have established a subsidy system for the separation of husband and wife. The conditions for issuance are as follows: firstly, the wife is a cadre under regiment rank who meets the conditions of military attachment, and the wife is an agricultural registered permanent residence, or a cadre under regiment rank who has no fixed wage income although he is a urban registered permanent residence; secondly, the wife has a formal job in the local area, and can be transferred to the army's stationed place instead of the army's stationed cadre under regiment rank according to the military conditions; thirdly, After his wife was transferred to the army for resettlement according to military conditions, cadres were transferred to frontier defense, islands and hard plateau areas, and their families were relocated to these areas to resettle cadres with difficulties. The allowance for separation of husband and wife is paid monthly with salary according to the standard. If both husband and wife are servicemen or their husbands are non-servicemen, they shall not enjoy the allowance for separation between husband and wife.
Subsidies for Children's Education Organs
The subsidy of children's education organs is to solve the problem of insufficient funds for kindergartens and children's schools run by various units of the army besides charging parents. The subsidy for children's education organs is divided into two parts. This part belongs to the funds for individuals. The other part is for purchasing teaching equipment, toys, office supplies, books, sports equipment, daily necessities and training teachers, as well as family visits, travel expenses, etc., which belongs to the public funds. Funds of the nature of wages and subsidies shall be allocated by headquarters according to the actual number of faculty and staff in the quotas compiled by major units. At the beginning of the year, funds shall be allocated to major units through logistic supply channels. The cadres and financial departments shall make suggestions on the allocation of funds, and the funds shall be allocated step by step, and shall not be withheld. The public funds are subsidized by the headquarters according to the number of cadres and employees in the kindergartens and schools; 15% of the total number of children in the kindergartens and schools can be retained as a mobile unit; the rest are allocated to the kindergartens or kindergartens and schools by the cadres and financial departments for all-in-one use.
